How Much Did The Winning Senators Spend In The 2001 Elections?

Winning a Senatorial seat is not cheap. Senators who won in the 2001 Elections reported they spent a total of P357.3 million or an average of P27.5 million in their campaigns from February to May 2001.

Senator Loi Ejercito-Estrada was the top spender, reporting a campaign budget of P49.5 million followed by Senator Manuel Villar, Jr. with P38.6 million. Senators Panfilo Lacson spent P37.7 million; Edgardo Angara, P35.2; Noli de Castro, P32.4 million; Ralph Recto, P31.6 million; and Sergio Osmeña III, P27.5 million; Joker Arroyo, P25.4 million; Francis Pangilinan, P24.9 million; Ramon Magsaysay Jr., P19.1 million; Franklin Drilon, P16.9 million; Gregorio Honasan, P9.5 million; and Juan Flavier, P9 million.

Not all of them received financial support from their political parties. Among those who received funds from their party were Senators Ejercito-Estrada, Drilon, Osmeña, Magsaysay, Arroyo, and Recto.

Eleven Senators spent some of their own money as well while two-Senators Flavier and Osmeña-relied solely on campaign contributions. Senator Villar funded his entire campaign (P38.6 million) on his own. Senator Angara was the only candidate who reported a loan to cover campaign finances. Senators de Castro and Magsaysay also reported spending substantial amounts of their own money to finance their campaigns.

Elected officials are mandated by law to file their Statement of Election Contributions and Expenditures to the COMELEC after every election. The report should show who gave contributions (personal or from other persons/political party) for the campaign as well as covered expenses on rentals, posters and other campaign paraphernalia, radio and television ads, and personnel.

Independent Senatorial or House candidates are limited to P3 per registered voter while those with party affiliations are allowed to spend P5 per registered voter. There were 36 million registered voters in the 2001 elections-making the legal spending limit P108 million per candidate (or P180 million if affiliated with a party).

All candidates are prohibited from receiving contributions from any person operating a public utility or exploiting any natural resources; any person who holds contracts to supply government with goods or services; any person who has been granted franchises, incentives, exemptions, allocations, or concessions by the government; educational institutions which received grants of public funds amounting to at least P100,000; employees in the Civil Service or members of the Armed Forces; and from foreigners and foreign corporations.
