Up For Grabs
1 May - A total of 17,889 elective posts are at stake in the 14 May 2007 elections. The seats which cover the Senate down to the municipal councilors increased by 302 posts from 17,587 in 2004. The increase is attributed to newly formed provinces (Dinagat Island and Shariff Kabungsuan) which in turn created additional cities, municipalities, and barangays.

In 2004, there were only 212 legislative districts equivalent to the same number of congressmen. The Party-list Act of 1995 provides for party-list representatives equivalent to 20% of legislative districts. Out of the 42 available slots for party-list representation in 2004, only 24 seats were taken because only 24 were able to fulfill the requirement that they had to garner at least 2% of the total votes cast. The 24 seats represent 16 groups of marginalized sectors. For the May 2007 elections, there are 220 district seats up for grabs, thus allowing 55 party-list seats.

SALN Deadline
30 April - The Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713) requires the filing of statement of assets and liabilities and net worth of public officials. The law also requires government officials to disclose their business interests, financial connections, and relatives in government service.

In 2005, the wealthiest among the legislators are Sen. Mauel Villar Jr. and Rep. Cynthia Villar (Las Piñas lone district) with a combined net worth of P759.8 million (purely assets and zero liabilities). Senator Juan Flavier declared the lowest net worth with P3.4 million while Bayan Muna Representative Joel Virador declared the lowest in the House with P34,500. Rep. Virador’s net worth is even P500 shy of the P35,000 monthly salary of a Senato

Is the current party-list system addressing the objective of the party-list law - a law that sought to make Congress more representative? Apparently, some groups disagree. Representative Loretta Ann Rosales of Akbayan and two nongovernment organizations, Kilosbayan Foundation and Bantay Katarungan Foundation, filed a petition before the Supreme Court on 23 April 2007 to order the Commission on Elections to release the list of party-list nominees for the 14 May 2007 elections.
